Board Committee Purposes & Assignments

Membership:

The Facilities Committee should include three to five (3-5) board members, the superintendent, the Director of Finance, the Facilities Manager, any contractor and/or architect representative as determined by the chair of the committee and is chaired by one of the board members. Additional members may be added at the discretion of the board member who chairs the committee.


Purpose:
  1. Review monthly the list of recommended and ongoing facility projects.
  2. Recommend any voter-approved and/or annually budgeted projects to the full board.
  3. Shepherd any voter-approved and/or annually budgeted projects to their completion on behalf of the full board.
  4. Work closely with the Facilities Manager and any contractor and/or architect representatives to understand the phasing, scheduling, and logistics plans.
  5. Notify the full school board of any significant phasing, scheduling, and logistics plan changes.
  6. Notify the Finance Committee and the full school board of any significant financial variances that could impact the voter-approved bond amount.


Reporting:

The Facilities Committee shall…

  1. Hold a monthly public meeting 
  2. The Committee will provide regular reports to the full board for consideration
  3. The Committee will have publicly-warned meetings and published meeting minutes in compliance with VT Open Meeting Law


Limitation on Authority:

The board member(s) on the Facilities Committee have authority to approve capital projects up to $50K and Prime Contract Change Orders over $40K.  The  Director of Finance and Facilities Manager can approve capital improvements up to $20K. The superintendent or designees has authority to approve Prime Contract Change Orders under $40K. The Facilities Committee makes proposals and recommendations to the Board as a whole. Informational requests requiring administrative resources or time shall be directed to the Superintendent or designee from the chair of the Facilities Committee.
