Board Committee Purposes & Assignments

Membership:

The Personnel and Negotiations Committee should include the Director of Human Resources and three to five (3-5) board members, and is chaired by one of the board members.


Purpose:
  1. Personnel
  2. Support recruitment and retention efforts through:
  3. Budget and policy recommendations, and local, NEK region, state and New England advocacy
  4. Negotiated agreement articles
  5. Review employee workplace culture, climate and wellness data
  6. Periodically review employee salaries/wages, benefit plans and school insurance coverages as they relate to finances with the Finance Committee
  7. Negotiations
  8. Engage in labor negotiations with the Kingdom East Education Association (KEEA) including separate negotiations with the Teacher and Support Staff bargaining units
  9. Develop language proposals for each negotiated agreement that support the achievement of the KESD Strategic Priorities
  10. Meet with the full board, superintendent, Director of Human Resources and Director of Finance in executive session to determine salary and wage ceilings within the constraints of the operating budget and to discuss agreement language proposals
  11. Approve Tentative Agreements (TAs) over the course of negotiation sessions
  12. Recommend ratification of new negotiated agreements to the full board


Reporting:

The Personnel and Negotiations Committee shall…

  1. Hold a monthly public meeting 
  2. The Committee will provide regular reports to the full board for consideration
  3. The Committee will have publicly-warned meetings with the exception of negotiation sessions, and published meeting minutes in compliance with VT Open Meeting Law
  4. Provide labor negotiations updates during executive sessions as needed.


Limitation on Authority:

The Personnel and Negotiations Committee shall have the authority to negotiate tentative labor agreements, subject to the ratification of the full Board. Informational requests requiring administrative resources or time shall be directed to the Superintendent or designee from the Chair of the Personnel and Negotiations Committee.
